Shirley Ellis – City of Austin, ICC Board of Directors
Shirley Ellis has been active in developing, enforcing, and promoting codes, including code training, for over 40 years in various municipalities, private companies, and state institutions. In February 2021, she retired from the Energy Systems Laboratory at Texas A&M, where she served as the Texas Emission Reduction Plan energy code expert for over 14 years and returned to the municipal arena, first as the City of Bastrop Building Official and recently as a City of Austin Project Manager for Capital Delivery. Early in her career, she worked directly for US Greenfiber, the Austin Energy Green Building Program, and the Lower Colorado River Authority (LCRA), as an energy code specialist/expert, and as a building official/inspector in Pampa, Belton, Bastrop, and Austin, Texas. Ms. Ellis serves on the International Code Council Board of Directors. Currently serving on the CEO Evaluation and Resolutions committees, and as the Board Liaison to the Global Membership Council and the states Oklahoma, Kansas, and Nebraska, as well as Region IV. She has been active in the code change area for over 30 years including lobbying Congress and State Legislative bodies and has 20 years of experience as an ICC contract instructor and subject matter expert, delivering thousands of code related trainings across the United States, in Jamaica and China.
